KNYSNA NEWS - The long-anticipated Heidevallei Precinct Development is gaining traction, with council leaders hailing it as a potential turning point in Knysna’s growth and spatial transformation.
The chairperson of the Strategic Services and Integrated Human Settlements Committee, Cllr Neil Louw, said the groundwork for the catalytic project was laid in 2018 when Council approved the precinct plan.
“Building on that foundation, we co-hosted a development workshop in September 2025 with the Provincial Department of Planning, bringing together national departments and the Greater Knysna Business Chamber to refine the vision and strengthen partnerships,” Louw said.
KRMS Consulting has since been appointed as transactional advisor and is currently conducting a pre-feasibility assessment. The firm presented its preliminary findings to the committee on 23 April.
“Early indications suggest the development could deliver more than 2 000 housing units within a vibrant mixed-use precinct,“ Louw said. “The draft proposal outlines a balanced, inclusive development, with housing across upper-, middle- and lower-income segments, alongside essential services, community facilities and tourism offerings.”
Proposed amenities include a school, places of worship, a hospital, a shopping centre, a heritage component, a hotel, and an expansive greenbelt inspired by New York’s Central Park.
Louw emphasised that the project could play a significant role in addressing housing demand while stimulating economic activity and investment.
“This is a transformative opportunity for Knysna. The Heidevallei Precinct has the potential to reshape how we live, work and connect as a community. It is not only about housing numbers, but about creating an integrated, sustainable environment that serves current and future generations,” he said.
Acting Municipal Manager Dr Richard Martin emphasised the municipality’s commitment to transparency and inclusivity.
“Broad engagement with all stakeholders - including local communities, government departments, land claimants and the business sector - will be central to this process,” Martin said.
As the pre-feasibility phase progresses, further stakeholder consultations and technical assessments are expected to refine the plan. We are committed to ensuring the development aligns with Knysna’s long-term spatial, social and economic objectives,” Martin said. “The Heidevallei Precinct Development represents a bold step toward a more inclusive, connected and sustainable Knysna.”
