KNYSNA NEWS - The Special Investigating Unit (SIU) has confirmed that its investigation into alleged irregularities related to Tender T25 of 2023/24 has not yet commenced.
The confirmation follows Knysna-Plett Herald's enquiry to the SIU regarding its presence at the municipal offices last week amid speculation about the purpose.
SIU spokesperson Selby Makgotho said that it only collected documentation from the municipality. "Accordingly, and for the reasons previously communicated to you, ... the SIU has no further information to provide at this stage," said Makgotho. He reiterated that the investigation remains subject to the SIU's statutory processes and confidentiality requirements.
Knysna Municipality confirmed that it was co-operating with the SIU and had provided the unit with the documents and information requested.
"We understand that the investigation remains ongoing. Given the seriousness and sensitivity of the matter, we reiterate that we will not seek to conduct or play out the investigation through the media," said communications manager Christopher Bezuidenhout.
"We acknowledge the seriousness of the issues under investigation and remain committed to being open, transparent and fully co-operative with the SIU process. We will respect the investigation and allow the relevant authorities to complete their work."
As previously reported by this publication, the investigation was authorised by President Cyril Ramaphosa under Proclamation 334 of 2026 and includes conduct dating back to 2017.
Proclamation 334 of 2026
According to the proclamation, the SIU is authorised to investigate alleged irregularities relating to Tender T25 of 2023/24 for physical security services at Knysna Municipality.
The allegations to be investigated include alleged unfair procurement, improper conduct by officials and suppliers, and related financial losses suffered by the municipality.
The proclamation states that the investigation covers conduct from 8 December 2017 to 7 August 2026. It also permits the SIU to investigate conduct occurring before or after those dates where it is relevant to the investigation and involves the same persons, entities or contracts.
No finding of wrongdoing has been made against any individual or entity in relation to the allegations at this stage.
