KNYSNA NEWS - In a practical step towards enforcement, Knysna Municipality has confirmed it is in the process of procuring a trailer to begin the impounding of stray animals.
This move follows a string of incidents involving roaming cattle, including another recent accident along George Rex Drive which has reignited public concern over the ongoing livestock crisis.
In response, the municipality has officially established a Livestock Task Team, comprising representatives from various departments including Community Services, Legal Services, Environmental Management, and Local Economic Development.
External stakeholders such as the police, the Department of Agriculture, local farmers associations, and animal welfare organisations may also be brought in as needed.
According to municipal communications officer Nwabisa Pondoyi, the purpose of the task team is to investigate the feasibility of creating a municipal commonage and animal pound, identify suitable land, and propose a sustainable solution to manage stray livestock in the area.
DA Councillor Sharon Sabbagh, who recently issued a statement announcing the start of impoundment from 25 August, is confirmed to be a member of the task team, representing the council. The municipality clarified, however, that she serves as a regular member and not in a leadership role.
A key meeting held on 22 August focused on finalising task team membership, discussing the Terms of Reference, and reviewing a draft register to document livestock ownership across the municipality.
"Among its objectives, the task team will assess the demand for commonage land, evaluate legal requirements, consult with communities, and develop a detailed implementation plan," said Pondoyi.
The municipality says it is committed to balancing enforcement with long-term planning to ensure public safety and better livestock management in the greater Knysna area.
