KNYSNA NEWS - The Knysna municipality, during a council meeting held on Thursday, March 23, has resolved to start the process for the recruitment and selection of a candidate for the position of municipal manager (MM) after the resignation of previous MM, Grant Easton.
Johnny Douglas, who currently serves as acting MM, recused himself from the meeting when the item was discussed and the resolution taken.
Council resolved during this meeting to note the following:
• The report regarding the process for the recruitment and selection of the position.• The resignation of Easton as MM.
• The contents of the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers, 2014, as well as Government Gazette nr 40118 regarding the upper limits of total remuneration packages payable to MMs and managers directly accountable to MMs.
Council also confirmed that the post of MM is required to fulfil the strategic objectives of the municipal council in terms of certain regulations mentioned above. They also resolved to grant approval to fill the position.
Furthermore, it was noted that the municipal council will serve as the appointment authority and that the selection process set out in the report be adopted.
The selection panel for the appointment will be made up of three people, of which only two were identified – mayor Eleanore Bouw-Spies and deputy mayor Peter Myers. The third person, as determined by the mayor, must have expertise or experience as a municipal manager.
Firstly, the acting MM is requested to advertise the post. Following that process an independent consultant must be appointed to assist the selection panel with the screening of shortlisted candidates and the competency assessment of the candidates that are recommended for appointment.
